After the founding five the rate walks a public ladder - up a rung every five slots sold, to the top of the rail; the cohort is one-time: a founding slot that opens goes to new sponsors at the rate set when it opens. Every booking after the fifth pays more than the five before it - the launch rate is what being early locks.
